Applications are invited from suitably qualified persons to fill the vacant post of Town Secretary.

Purpose of the Job

The Town Secretary is the Accounting Officer and Chief Advisor of Council. The Town Secretary will be responsible for the administration of Council activities and is expected to provide overall leadership in the provision of service delivery and strategic direction to Chiredzi Town Council.

Duties and Responsibilities

Key Responsibilities

Reporting to the Council Chairperson, the Town Secretary’s main responsibilities are:

1. Spearhead Council’s vision, mission, values and goals.
2. Formulate the Town Council strategic plan and oversee its implementation.
3. Supervise the implementation of Council resolutions.
4. Oversee the effective management of Council’s financial resources, including budgeting, reporting and auditing.
5. Set performance benchmarks and supervise Heads of Departments in implementing the Town strategic plan, annual plan and national development strategies.
6. Ensure effective administration of Council, including management of human capital and asset management.
7. Introduce, implement and monitor adequate control systems to ensure effective use of Council resources.
8. Ensure Council service delivery meets promulgated Minimum Service Delivery Standards (MSDS).

Qualifications and Experience

Applicants should possess:

1. A degree from a recognised university in one of the following disciplines:
* Administration
* Local Governance
* Politics
* Business Studies
* Economics
* Social Sciences
* Engineering
* Finance
* Accounting
* Law
* Arts
* Agriculture
* Rural Development

2. At least four (4) years’ post-qualification experience at middle or senior management level.
3. Must be a Citizen of Zimbabwe.
4. No criminal record.
5. A clean record of service within the Local Government sector, where applicable.
6. A Master’s Degree will be an added advantage.
7. At least 35 years of age.
8. A clean Class 4 Driver’s Licence.
