1. Background
REPSSI with support from CBM-Global is implementing the EQUALISED project in Chipinge
and Chimanimani, the goal of the project being improving rights and participation of people
with disabilities, with a primary focus on mental health and psychosocial disabilities. Core
to this intervention is supporting and working with OPDs.
Organizations of Persons with Disabilities (OPDs) play a crucial role in advocating for the rights
and inclusion of persons with disabilities in national development. To effectively influence
policy and decision-making processes, OPDs need well-researched, evidence-based policy
proposals that articulate their specific needs and aspirations. These proposals are intended
to be presented at government stakeholder forums to enhance the visibility and impact of
OPDs in shaping inclusive policies.
2. Objective of the Consultancy
To support Organisations of Persons with Disabilities in formulating comprehensive and
evidence-based policy proposals that address their specific needs and aspirations, enabling
effective engagement with partners
3. Scope of Work
The consultant will:
1. Conduct a situational analysis to identify key issues, gaps, and opportunities affecting
persons with disabilities, with a focus on the priorities of OPDs.
2. Facilitate consultations with OPDs at Provincial level to gather input, identify priorities,
and ensure inclusive participation in the policy formulation process.
3. Draft policy proposals addressing the identified needs and aspirations of OPDs,
ensuring alignment with national policies, legal frameworks, and international
commitments such as the UN Convention on the Rights of Persons with Disabilities
(UNCRPD) and the National Disability Policy
4. Organize validation workshops with OPDs and relevant stakeholders to review and
refine the draft policy proposals.
5. Provide capacity-building sessions for OPDs on policy advocacy and presentation
techniques to enhance their effectiveness in government stakeholder forums.
4. Deliverables
The consultant is expected to deliver the following:
1. A situational Analysis Report highlighting key issues, gaps, and opportunities for
OPDs.
2. A Validation Workshop Report- hold and summarize key feedback and
recommendations from stakeholders.
3. Final Policy Proposals incorporating feedback from validation workshops.
5. Duration of the Assignment
The consultancy will be carried out over a period of 5 days, commencing on 17 concluding on 28 February
6. Qualifications and Experience
The ideal consultant or consultancy firm should have:
1. Advanced degree(s) in public policy, social sciences, law, or a related field.
2. Proven experience in policy development, advocacy, or working with marginalized
groups, particularly persons with disabilities.
3. Strong knowledge of disability rights frameworks, including the CRPD and the National
Disability Policy
4. Demonstrated experience in facilitating participatory processes and consultations
with diverse stakeholders.
5. 6. Excellent writing, communication, and organizational skills.
Familiarity with the socio-political and legal context of disability in Zimbabwe.
