Review of a Strategic Plan for the Gender and Faith Network Zimbabwe
Duration of Assignment: 21 working days
1. Background
The Gender and Faith Network (GFN) is the localised chapter of the Side-by-Side Faith Movement
for Gender Justice. The GFN is a network that brings different actors (organizations, technical
partners and individuals) within the faith movement to work for gender justice in Zimbabwe. Christian
Aid (CA), PADARE and Zimbabwe Council of Churches (ZCC) set up the local Side by Side
Chapter/GFN in 2015. The movement has grown to include more than 10 new partners including
Methodist Emergency Development Agency (MEDRA), Evangelical Lutheran Church in Zimbabwe
(ELCZ), Apostolic Women’s Empowerment Trust (AWET), Anglican Relief & Development in
Zimbabwe (ARDeZ), Evangelical Fellowship of Zimbabwe (EFZ), Tearfund, ACT ALLIANCE,
TROCAIRE to mention just a few. The motivation for establishing the GFN was the realisation that
actors within the faith movement had tremendous potential to contribute towards addressing
challenges of gender inequality and gender-based violence. To manage duplication and strengthen
collaboration the GFN also serves as the ACT Alliance Zimbabwe Gender Community of Practice.
The faith community is strategically placed to play a leading role in advancing the cause for gender
justice. However, the faith community response to the cause has generally been characterised by
indifferences, luke warm responses and relations among the community. GFN have in past been
actively promoting gender justice in different communities’ nationwide, however there is need to
strengthen its presence and capacity to serve its purpose and relevance to the different constituencies
with reliable information, timely and in a coordinated and collective manner. This will result in
promoting gender justice in a multifaceted approach which in turn can institutionalize and
operationalize the different laws that are already available in Zimbabwe. The current strategic plan,
developed in 2021- 2025 has guided the consortium’s initiatives over the past years, it outlines key
objectives, strategies, and expected outcomes in promoting gender justice within faith communities.
However, as the strategy approaches the end, it is imperative to conduct a comprehensive strategy
review to establish the relevance, consistency, appropriateness, effectiveness, workability impact and
sustainability of the GFN and to identify opportunities for improvement. In order to buttress the1
mission and vision of GFN the members propose the need to review the GFN strategy to align its
strategic goals with evolving social, cultural, and religious landscapes ensuring that its initiatives
effectively remain relevant to the target group which is the faith community and general populace at
large. The strategy review will also speak into membership criteria and Terms of References for the
GFN membership.

2. Scope of the work:
The Consultant will be responsible for leading the GFN strategy review process which may include
but not limited to, facilitating reflection, brainstorming and evaluation exercises to be attended by
Gender and Faith Network Members and partners. The consultant will also engage ten (10)
stakeholders to hear their views regarding the organization’s work. These include, women and
children’s rights organizations, Parliamentarians, independent commissions that support gender
justice i.e. the Zimbabwe Gender Commission, donors, UN Women, political parties, the media,
projects beneficiaries, men, women and youth who have interacted with the network in one way or
the other. The consultant is also expected to review and develop a strategic planning document that
will be used to guide the organisation for the next five years.
Strategy review and new strategy development will be indicatively guided by the following 5 strategy
review and development criteria;
• Consistency (evaluating strategy against GFN/ Side by Side objectives, environmental
assumptions, and internal conditions)
• Appropriateness (evaluating strategy with regard to resource capabilities, risk preference, and
time horizon)
• Workability (evaluating the feasibility and simulation of the new strategy)
• Effectiveness: How the GFN can achieve its objectives.
• Impact and sustainability: how will the GFN and its interventions last?
N/B: The consultant is expected to provide a detailed methodology and part of the expression of
interest pack.
3. Objective
The objective of the consultancy is to assist the GFN in reviewing their current strategy and
facilitating the process of the development of a new strategic plan that will define future direction,
strategy and priorities for GFN. The consultancy has the following objectives in detail:
To assist GFN in;

➢ Evaluating the effectiveness of the current strategic plan in achieving its goals related to gender
and faith
➢ Identifying areas where the strategic plan may not adequately address emerging challenges or
opportunities.
➢ Analysing the external and operational context in relation to GFN existing programmes/projects.
➢ Reviewing the vision, mission, objectives, and values of the Network.
➢ Gather insights from consortium members, beneficiaries and other relevant stakeholders to inform
the review process.
➢ Defining the future direction, strategy and priorities of the community/network
➢ Reviewing programme specific objectives, interventions, outcomes and indicators;
➢ Consolidating the network M&E framework into the strategy
➢ Reviewing assumptions, risks and mitigation strategies;
➢ Reviewing the implementation plan in the strategic plan;
➢ Developing a GFN Theory of Change and formulate GFN programme document;
➢ Reviewing the Network organogram
➢ Offer actionable suggestions for refining the strategic plan to enhance its effectiveness

Duties and Responsibilities

Roles and Responsibilities
The consultant is expected to carry out the following core activities and to align the following:
➢ Pre-consultation/inception meeting,
➢ Conduct a comprehensive review of the strategic plan.
➢ Desk review, and development of the draft strategic plan and strategic planning workshop
programme;
➢ Key informant interviews
➢ Facilitation of strategic planning and programme document workshop;
➢ Preparation and delivery of workshop report;
➢ Drafting of strategic plan and programme document for feedback (framework, strategy, action
plan);
➢ Facilitate validation and exit meetings
➢ Submission of final draft of the strategic plan

Qualifications and Experience

Qualifications, Key competences, Technical background, and Experience required:
Education
➢ A Masters or higher-level degree in Social Sciences, Gender Studies or Law
Experience
➢ Experience in leading strategic planning (3 or more strategy development lead assignments)
➢ Good understanding of the faith sector and sound experience in gender-based violence, human
rights, conflict and power as well as gender and power programming in Zimbabwe.
