Job Description

1. Background
The Midlands Inclusive Eye Health project has been running since July 2022 and is focused on improving the quantity and quality of eye health services in the Midlands Province. HelpAge Zimbabwe has been supporting Ministry of Health Child Care in implementing this project with funding support from CBMG- UK and FCDO.
Despite progress in the provision of eye care services, challenges remain regarding accessibility, affordability, and the integration of eye health into national healthcare policies. A well-articulated policy position paper is necessary to advocate for more substantial commitments, improved strategies, and increased investment in inclusive eye health at both national and regional levels.
2. Purpose of the Assignment
The purpose of this assignment is to develop a comprehensive policy position paper on eye health to inform decision-makers, policymakers, and stakeholders. The paper will outline key issues, present evidence-based recommendations, and advocate for policy actions that enhance inclusive eye health services and integration into national health systems.

Duties and Responsibilities

3. Objectives
The specific objectives of the assignment include:
• To assess the current state of eye health policies and programs.
• To identify key challenges, gaps, and opportunities in eye health service delivery.
• To propose policy recommendations aimed at improving eye health services, accessibility, and integration into the broader primary health care.
4. Scope of Work
The consultant will undertake the following tasks:
• Conduct a desk review of existing eye health policies, strategies, and reports at national and international levels.
• Engage with key stakeholders, including government agencies, health professionals, civil society organizations, and persons affected by vision impairment.
• Identify and analyze policy gaps, challenges, and opportunities in eye health service delivery.
• Develop a draft policy position paper incorporating research findings, stakeholder inputs, and best practices.
• Facilitate a validation workshop with stakeholders to review and refine the draft paper.

5. Expected Deliverables
The consultant is expected to deliver:
• An inception report detailing the methodology, work plan, and timeline.
• Data collection tools
• A situational analysis report summarizing key findings.
• A draft policy position paper on eye health.
• A stakeholder validation report summarizing key feedback and inputs.
• A final policy position paper incorporating stakeholder recommendations.

6. Duration and Timeline
The assignment is expected to be completed within two months, with the following indicative timeline:
• Week 1: Inception/report submission
• Weeks 2-4: Literature review and stakeholder consultations
• Weeks 5-6: Drafting of the policy position paper
• Week 7: Stakeholder validation workshop
• Week 8: Finalization and submission of the policy position paper

Qualifications and Experience

7. Consultant’s Qualifications and Experience
The consultant should possess the following qualifications and expertise:
• Advanced degree in Public Health, Policy Studies, Health Economics, or a related field.
• Extensive experience in health policy analysis, advocacy, and research.
• Demonstrated knowledge of eye health issues, challenges, and global best practices.
• Experience engaging with policymakers, health professionals, and civil society organizations.
• Excellent writing, communication, and facilitation skills.
