TERMS OF REFERENCE FOR BASELINE SURVEY

Job Description

• Design and develop the survey methodology, including sampling strategy, data collection tools, and data analysis plan.
• Coordinate and facilitate data collection activities, including interviews, qualitative interviews, focus group discussions, and document reviews.
• Analyze data using appropriate statistical and qualitative analysis techniques.
• Prepare a comprehensive publishable report presenting the survey findings, recommendations, and actionable strategies.
• Ensure ethical considerations are followed throughout the survey process, including obtaining informed consent, protecting participant confidentiality, and adhering to research ethics.

Duties and Responsibilities

• Prepare a comprehensive Inception Report (IR) which should have a clear methodology for executing the baseline survey and contractual deliverables
• Present the IR at an inception meeting with the contracting organization.
• Design and customize appropriate methodology for the assignment.
• Collect data from an agreed sample population.
• Data analysis and presentation
• Validation of preliminary findings of the survey.
• Writing draft and final report
• Provide a detailed work plan and budget (budget should include professional fees, transport accommodation and per diem rates)

Qualifications and Experience

• Advanced degree in Agriculture, Nutrition and WASH, Social Sciences, Monitoring and Evaluation, Statistics, or a related field.
• Extensive experience in designing and conducting surveys.
• Demonstrated expertise in quantitative and qualitative data collection and analysis.
• Excellent communication, report writing and packaging skills.

8. Evaluation Criteria
• Relevant experience and expertise in conducting baseline surveys.
• Understanding of accountability and governance terrain in Zimbabwe.
• Methodological soundness and feasibility of the proposed survey design.
• Demonstrated ability to analyze data and produce high-quality reports.
• Cost-effectiveness of the proposed budget.
