This program envisions a reality where there is improved access to and completion of transformative and equitable education for girls, young women, and other vulnerable children at primary and secondary school-levels in Zvishavane District, Zimbabwe.

Baseline Purpose
The baseline will form the basis for the midterm and final evaluation other than setting the baseline and contribute to setting targets for project indicators.

Project Description
Oxfam is a global organization working to create lasting solutions to the social injustice of poverty and inequality. Girls' education is crucial for the socio-economic development of any country and its citizens. In Malawi and Zimbabwe, adolescent girls, young women, and other vulnerable children encounter a complex and intrinsically linked range of material and psycho-social challenges at the individual, household, school and community, policy and system level that negatively affect their education. These include poverty, child marriage, gender-based violence, unequal gendered distribution of unpaid care and domestic work among girls and discrimination. Oxfam Southern Africa’s Transforming Education, Transforming Lives project in Malawi and Zimbabwe improves education access and outcomes for adolescent girls, young women, and other vulnerable children by combining the provision of practical support (e.g. bursaries learning materials, sexual and reproductive health/ gender based violence clinics) and psycho-social and peer support (e.g. mother groups, girls’ clubs), addressing harmful social norms through targeted community awareness raising, and collaborating on local and national level referral systems and advocacy activities. For Malawi this will be done through consolidation and scale up of the existing transformative education program. For the next two years, the focus activities in Malawi are continued community mobilization, safe schools, and menstrual hygiene management. For Zimbabwe, which is in the formative program stages, project activities will focus on design, set up and limited implementation in ten primary and secondary schools, beginning with community mobilization, practical education support, and menstrual hygiene management in the first year, and then expanding to policy and advocacy work, life skills training for learners and teacher engagement in future years.

QUALIFICATIONS AND EXPERIENCE
Team of consultant or team that are proposing by the institution should have;
• Minimum 5 years of hands-on experiences in conducting baseline surveys, evaluations for influencing project programmes in the Zimbabwe context.
• Proven track record of quantitative and qualitative data collection tools and analysis and participatory approaches.
• Experience in using theory of change, outcome mapping, outcome harvesting of development projects.
• Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a specified time frame.
• Experiences and/or know-how of project implementation at the ground level.
The consulting team is expected to be flexible, responsive to changes and demands and open to feedback proposal submission.
