Reporting to the Registrar, the Security Officer’s primary objective is the security and safety of students, staff, visitors, assets and buildings of the University. The Officer will be responsible for creating a secure and supportive environment for the university community by managing the team that secures premises / monitors surveillance equipment / inspects buildings / monitors access / permits / deters unauthorized access and responds to incidents on campus
Duties and Responsibilities:
Oversee the day-to-day administrative and strategic functions of the Security Unit.
Supervise and control work activities for all security staff.
Design and implements security policies, procedures and protocols to mitigate risks and maintain a secure environment.
Perform security risk assessments and implementing security policies that prevent loss, fraud, injury or violation of university or national laws/guidelines.
Accountable for the security budget, efficient and effective provision of operational security services.
Maintain law and order, preserves peace, and protects life and property from malicious damage.
Regulate access to University and ensuring that only registered students, staff, bona fide visitors and stakeholders enter the premises.
Attend to scenes and incidences as well as coordinating with the various internal and external stakeholders in managing security and safety situations, including but not limited to public order on university premises, emergency/evacuation situations and any security/safety-related matter that may occur within University premises.
Establishing and maintaining strong relationships with external stakeholders, such as regulatory bodies and law enforcement agencies in ensuring that the university population, visitors, assets and buildings are secure and safe.
Leading security and safety awareness programs and training initiatives to educate students and staff about best practices, potential threats and appropriate responses in the event of threats.
Conduct regular security audits and risk assessments to identify vulnerabilities and ensure compliance with relevant regulations.
Develop and maintain incident response plans, ensuring timely and effective responses to security breaches.
Stay updated with the latest security trends, technologies and regulatory changes, ensuring continuous improvement of the security function.
Desired Attributes:
Master’s Degree in Security and Risk Management/ Police and Security Studies or related Security Studies.
Bachelor’s Degree in Police Studies/ Information Security or relevant field.
Diploma/Certificate in Information Systems/Computers is an added advantage.
Up-to-date knowledge of emerging safety and security issues in national, regional and continental university campuses and the intervening technologies that can assist.
At least ten (10) years’ experience working in security institutions at least five (5) years should be at supervisory level.
A demonstrable track record of developing and implementing security strategies for security or learning institutions.
No criminal record.
Strong understanding of Criminal Law in the Zimbabwean context.
Knowledge of radio communication, security cameras and security alarms are a requirement.
Strong leadership and communication skills, with the ability to collaborate effectively with cross-functional teams and senior management.
Problem-solving skills to safeguard students, staff, equipment, buildings and visitors.
Analytical skills to assess risks the university faces, profile those risks and develop proactive security interventions/policies and community engagement.
A holder of a clean class 4 driver’s license.
