Background:
SAFAIDS under the Zimbabwe Partnership to Accelerate AIDS Control (ZimPAAC) DREAMS Program which seeks to reduce new HIV infections in Zimbabwe is looking for a technically results focused, well-coordinated systematic organiser, high sense of responsibility and strategic professional with exceptional interpersonal and leading skills to oversee four district offices in Matabeleland North (Bubi, Lupane, Nkayi and Tsholotsho) and one district office in Mashonaland East (Seke) as the Provincial Program Coordinator (PPC), based at the SAfAIDS provincial office in Bulawayo.

Duties and Responsibilities

The Provincial Program Coordinator is to design, develop, implement and monitor day to day programmatic interventions aligned to specific DREAMS goals and objectives all the while tracking targets against achieved outcomes in all the SAfAIDS DREAMS Districts. She/He/They will address DREAMS Program implementation gaps, recommend program re-engineering to facilitate delivery by unblocking bottlenecks, ensuring timely problem solving that enables smooth program flow. They develop work-plans and related budgets for specific DREAMS Program activities, and work with the Strategic Information and Evaluation (SIE) team to ensure that monitoring, evaluation, research, reporting and learning (MERRL) plans have clear targets and outputs which they are being reported against. On a weekly, monthly, quarterly and annual basis, the PPC consolidates various provincial and district reports to produce high-quality technical reports that are submitted to the National Program Manager in a timely manner. She/He/They drafts donor narrative reports, and ensure that financial and MERRL reports are prepared and reviewed in a timely manner, and are in line with DREAMS contractual conditions and stipulations, prior to submission to the National Program Manager. She/He/They provide technical support to district and provincial level staff to ensure DREAMS Program is implemented with fidelity at all service points, identifying capacity strengthening needs, and conducting on the job training. coaching and guidance on quality improvement on DREAMS related services including use of MERRL tools in line with PEPFAR data quality dimensions. They support the SIE team according to PEPFAR data quality dimensions to ensure timely, quality, informative,
detailed, verified and complete MERRL
reports submission to the National Program Manager and National SIE Manager weekly, monthly, quarterly, half yearly or yearly. The PPC manages DREAMS communications, documentation and publicity at provincial level to promote the program. They liaise with MoHCC, NAC, Zim-TTECH, MoPSE and ZimPAAC consortia among other key stakeholders on the DREAMS Program, its deliverables and how the program will operate in the province. They play a key role in supporting District Team Leads (DTL), Data Entry Clerks (DEC), Probation Officers, SASA Champions, Hotline Agent and community stakeholders to deliver on agreed DREAMS outputs, evaluating their performance and in making recommendations for strengthening their capacity or providing input when decisions are made.

Qualifications and Experience

Requirements
The Ideal Candidate should have the following qualifications and experience:
• A relevant University Master's degree or Post Graduate qualification in Public Health, Human Rights, International Development, Development Studies or related areas.
• Minimum of 5 years SRHR and HIV programing experience in community-based organisations (CBOs) and an in-depth knowledge of contextual or non-clinical interventions that promote positive health outcomes for adolescent young girls and women (AGYW) in Zimbabwe especially at community level.
: Cood woking fnowledge of the commonly (spoken and witen) Iocal language eg, Ndebole and
Tonga will be an added advantage.
• Excellent interpersonal and people management skills with effective communication, problem-solving and sound decision-making capacity, ability to prioritize multiple tasks and work effectively in a demanding environment.
• SIE data analytics knowledge, report writing proficient and consolidation skills.
