Introduction and background
A public interest Organisation which seeks to promote environmental justice, sustainable and equitable use of natural resources, democracy and good governance in the natural resources and environment sector is seeking the services of a consultant to help develop and design an online Resource Impact Dashboard (RID) on critical. The RID will serve as an evidence-based policy instrument to facilitate constructive dialogue among stakeholders regarding the economic, social, environmental, and institutional outcomes associated with critical minerals extraction. The consultant will be responsible for creating a scientifically grounded dashboard that presents statistical information on the economic, social, and environmental effects of the critical mineral value chain. The dashboard will integrate data from various sources, including government records, company reports, the media and community surveys. It will be hosted on an open data platform, fostering a constructive dialogue among stakeholders, and enabling them to identify their contributions towards addressing inequalities and achieving a just sustainable transition. It is against this background that the Organization is seeking the services of a consultant who will help in developing the RID on critical minerals.

Duties and Responsibilities

2. Scope of Work
2.1 Dashboard Development
• Collaborate with the Organization to understand the specific requirements and objectives of the Resource Impact Dashboard.
• Conduct a comprehensive review of available data sources related to critical minerals extraction in Zimbabwe and identify relevant datasets that can be incorporated into the dashboard.
• Design and develop an intuitive and user-friendly dashboard interface that will display statistical information on the economic, social, and environmental impacts of the critical mineral value chain.
• Ensure the integration of data from community surveys, government records, and company reports, on the dashboard platform.
• Implement appropriate data visualization techniques, charts, and graphs to effectively present the information and facilitate understanding for all stakeholders.
• Ensure that the dashboard adheres to privacy and data protection regulations and guidelines.

2.2 Open Data Platform
• Select and configure an appropriate open data platform that allows for the hosting, storage, and sharing of data in a secure and accessible manner.
• Customize the platform to meet the requirements of the Resource Impact Dashboard, including the ability to incorporate multiple data sources and enable collaborative interactions among stakeholders.
• Provide necessary training and documentation to the Organisation’s staff members, enabling them to manage the open data platform independently after the consultant's engagement is complete.

2.3 Stakeholder Engagement
• Develop a mechanism within the dashboard to promote a constructive dialogue among stakeholders, allowing them to contribute to discussions and share insights on addressing inequalities and achieving a just sustainable transition.
• Incorporate features that encourage user feedback, suggestions, and data contributions to foster a participatory approach.
3.0 Deliverables
The following deliverables are expected from the consultant:
• An operational Resource Impact Dashboard on critical minerals, meeting the specified requirements and objectives, in an agreed-upon format and timeline.
• Documentation outlining the dashboard's features, functionalities, data sources, and methodologies employed.
• Training sessions for the Organization`s staff members on managing and updating the dashboard.
• Comprehensive report on the development process, and recommendations for future maintenance and improvement of the dashboard.

Qualifications and Experience

5.0 Competencies required.
• A proven track record in dashboard development, data visualization, and open data platforms.
• Familiarity with the mining and minerals sector, particularly critical minerals.
• Experience in handling and integrating data from multiple sources, including government records, company reports, and surveys.
• Strong analytical and problem-solving skills, with an ability to translate complex data into user-friendly visual representations.
• Excellent communication and collaboration skills, including conducting stakeholder engagements.
