Assignment Title: Project Endline Survey

The Government of Zimbabwe has received financing from IFAD toward the cost of the Smallholder Irrigation Revitalization Programme and intends to apply part of the proceeds for the recruitment of Consulting Services provided by a firm as part of the post of Project End-line Survey Consultancy.
SIRP hereby invites qualified consulting firms to indicate their interest in the following assignment: Overview of the end line survey
An endline evaluation is planned to be conducted to assess the extent to which the NORAD grant interventions have effected change in the lives of the community. The evaluation will capture grant achievements , challenges, and best practices to inform future similar programming. The evaluation will assess the indicators of the NORAD log frame in order to report results at the end of the NORAD grant including the minimal dietary diversity for women (MDD-W) score, the household food consumption score FCS, market assessment, KAPThe end line evaluation should measure the same indicators as the baseline following the NORAD log frame.
The evaluation will follow OECD/DAC criteria with the following specific objectives:
1. To verify and supplement where necessary, the NORAD project’s record of achievement of intended objectives and outcomes.
2. To assess the extent of the nutrition actions project performance and value for money principles
3. To assess whether the reported changes can be attributable to the project.
• Are there any changes that wouldn’t have happened if the intervention was not done?
4. To assess how all sectors have addressed the beneficiary needs in relation to nutrition at community level.
5. To assess the sustainability of the intervention
i. Assess whether multi-sector collaboration of the grant with other line ministries and developmental partners has added value to the interventions with a positive effect on well-being, diet diversity, KAP? beneficiaries and stakeholders. What has contributed to this added value and what are the gaps? has not.
Identify and assess key lessons learned, challenges and draw recommendations for future programming for nutrition .
