ABOUT THE PROJECT
CARE International and its program partners, will implement a BMU-IKI funded project: Community-Based Adaptation: Scaling up Community Action for Livelihoods and Ecosystems in Southern Africa and Beyond (CBA-SCALE Southern Africa+) in Mozambique, Zambia and Zimbabwe between 2023 and 2027. The overall objective of the intervention is to building climate resilience, including: the integration of adaptation (incl. disaster risk reduction) in policies, planning and budgets at different levels; promote actions to build climate resilience and address climate risks in key sectors such as water, agriculture and fisheries; strengthening climate information, early warning and disaster management systems; and ecosystem and biodiversity protection; among others. The expected outcome of the project is increased resilience to climate change, for all genders and social groups, in over 100 communities of different sizes in Southern Africa. POSITION SUMMARY
The Project Engineer will be responsible for providing technical guidance in the design, implementation, and certification of infrastructural projects in line with national/international standards.

RESPONSIBILITIES
1. Project Planning and Design
a.Undertakes detailed feasibility study and pre-check surveys in conjunction with relevant government departments to determine scope of work (including person days, food, workers).
b.Generates Bill of Quantities (BoQs), financial budget and technical design for the project.
c.Provides input into procurement plan (technical input, specifications, delivery timelines).
d. Contributes to new proposal development and providing technical guidance to the designated project field assistants.
2.Training and Capacity Building
a.Training community asset management members and staff on construction standards, operation, and maintenance of created or rehabilitated infrastructure.
3.Project Implementation and Supervision
a.Supervises the contractor / communities during the project implementation.
b.Monitors and reviews use and movement of project hardware (such as NFIs, equipment), resources and assets (such as level equipment) and monitors a reconciliation of project activities in line with the budget.
4.Monitoring and Evaluation
a. Facilitates collaborative joint progress monitoring at project sites with relevant government technical departments and local authorities at provincial and district levels.
b.Prepares completion certificates of completed assets for endorsement by communities and government authorities.
5.Coordination and Communication
a. Manages Coordinates learning visits with project partner organizations.
b. Facilitates handover of completed livelihood assets to communities and stakeholders.
c. Compiles and maintains asset registers for NFI materials at project sites and preparing disposal plans for the materials
QUALIFICATIONS:
• Bachelor’s degree in civil engineering, Agricultural Engineering, or a closely related discipline
• 4-6 years of demonstrated experience in engineering for community development projects or a related field, emphasizing project lifecycle management
• Proven ability to engage effectively with diverse stakeholders
• Strong communication skills to facilitate collaboration and information exchange
• Advanced report writing capabilities, synthesizing complex technical information into clear, concise documents
• Exceptional planning and organizational competencies
• Ability to prioritize tasks and manage multiple projects simultaneously
