Movement Building and Engagement Officer

Job Description

Transparency International Zimbabwe (TI Z), a non-profit, non-partisan, systems-oriented local chapter of the global movement against corruption, seeks to recruit a Movement Building and Engagement Officer. Under the guidance of the Head of Programmes, the incumbent will lead efforts to mobilize citizens as active participants in the fight against corruption, foster public engagement and awareness, and create interfaces between citizens and state actors on issues of transparency, accountability, and anti-corruption. This role will be central to empowering citizens and strengthening the organization’s movement, helping to bring about policy change and influence legislation at national, regional, and global levels. The officer will play a key role in promoting inclusive citizen participation in anti-corruption initiatives and work to establish meaningful dialogues between social and state actors to advance transparency and accountability.

Duties and Responsibilities

• Movement Building & Citizen Engagement: Lead and contribute to the development of comprehensive movement-building strategies that
align with TI Z’s mission of fighting corruption and strengthening accountability. Mobilize citizens, particularly youth and grassroots
communities, to take active roles in anti-corruption efforts, fostering widespread engagement in the movement.
• Public Education & Advocacy: Design and implement public education campaigns to raise awareness on corruption and its societal impact.
Use innovative methods to engage and empower citizens, ensuring they understand the importance of transparency and accountability in
public and private institutions.
• Community Empowerment & Grassroots Mobilization: Build and support volunteer-driven grassroots structures, such as Accountability
Monitoring Committees, to foster community-led initiatives in designated provinces. Strengthen local participation in advocating for better
governance and the promotion of anti-corruption policies.
• Engagement with Government & State Actors: Facilitate constructive dialogue between local communities, government entities (local and
central), and the private sector. Work towards reforming policies and legislation that uphold the principles of accountability, transparency,
and integrity, while promoting the rights of citizens to hold duty-bearers accountable.
• Policy Analysis & Advocacy: Conduct regular mapping and analysis of citizen-led initiatives on anti-corruption efforts, both within TI Z and
across other organizations. Provide evidence-based recommendations for policy reform and contribute to the creation of a favorable
environment for transparency and anti-corruption measures.
• Strategic Campaigns & Advocacy Messaging: Develop, implement, and lead strategic advocacy campaigns aimed at promoting
transparency, accountability, and anti-corruption at various levels. This includes creating impactful communication strategies using
traditional and social media platforms to enhance public outreach and advocacy efforts.
• Strengthening Global Advocacy Efforts: Lead the development of global advocacy messages, aligning them with local needs, and
identifying strategic audiences (e.g., policymakers, international bodies, civil society groups) who can act as catalysts for change. Prepare
key policy recommendations and positions aimed at influencing decision-makers at national, regional, and international levels.
• Programme Sustainability & Monitoring: Assist in monitoring and evaluating the sustainability and effectiveness of anti-corruption
programmes. Identify strategies to expand and ensure the continuity of successful initiatives.
• Fundraising & Resource Mobilization: Develop and implement resource mobilization strategies to secure funding for TI Z’s movement-
building and engagement initiatives. This includes identifying and cultivating relationships with potential donors, international
development partners, and stakeholders, as well as writing and submitting proposals for funding.

Qualifications and Experience

• A minimum of a bachelor’s degree in social sciences, Community Engagement, Development Studies, Governance, Political Science, or a
related field. A master’s degree is considered an added advantage.
• A minimum of 5 years of relevant work experience in governance, civil society, human rights, or anti-corruption-focused organizations, with
a proven track record in movement building, citizen mobilization, and advocacy.
• Demonstrated experience in creating effective interfaces between social actors (e.g., civil society, grassroots movements) and state actors
(e.g., government bodies, policymakers) on issues of transparency, accountability, and anti-corruption.
• Strong understanding of anti-corruption policies, governance frameworks, and citizen engagement strategies.
• Excellent communication, advocacy, and public relations skills, with experience in using social media and traditional media to drive
campaigns.
