A local NGO is inviting suitably qualified, experienced, passionate, and hardworking individuals to apply for the above-mentioned position. The successful candidate will be employed on a fixed-term contract for 12 months in respect of the actual Project Calendar. Continuity of employment will be based on satisfactory performance and availability of funding.

Job description
Reporting to the Executive Director, the MELO Officer will be responsible for ensuring the quality of Monitoring, Evaluation and Learning as well as Reporting systems for the organization in Harare. The MELO will provide technical support to program staff and ensure compliance with all procedures. This will include the development and effective implementation of MELO Frameworks, Plans, Information Systems for Data Management, and Compilation and Analysis of project reports.

Duties and Responsibilities

• Support the design of M&E Frameworks which include Project Logical and Results Based Frameworks.
• Assist in the management of project information such as the beneficiary database and the project’s district-level Indicator Performance Tracking Table;
• Monitor and update the project database of beneficiaries, outputs and results of the activities
• Provide technical support on enrolment of new beneficiaries, data cleaning, analysis and visualization in the project and documentation
• Provide technical support in training field workers on data collection tools and ethical considerations of data collection.
• Support and follow up with reporting units in submitting data for all program indicators to the MER Specialist every month
• Support the implementation of data quality controls to ensure the integrity of project data
• Lead quarterly data quality controls and annual data quality assessments.
• Ensure feedback and response channels are operational in support of office activities.
• Ensure that beneficiary feedback is adequately documented, addressed, analysed and utilized by program teams.
• Together with the project team, generate quality reports meant for information dissemination to donors and other key stakeholders by project reporting requirements.
• Create a culture of learning and continual improvement among the MER team and seek other opportunities to build the capacity of staff.
• Support documentation of project processes and learning.
• Ensure the non-disclosure of any information whatsoever relating to the practices and business of the organization acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

Qualifications and Experience

• First Degree in a directly related programme such as IT/M&E/Statistics/Development/Public Health or other relevant qualifications
• Professional certificate in M&E and IT-related courses a distinct advantage
• At least 2 years of experience or related work in monitoring and evaluation in the development sector particularly on OVC programming.
• Good quantitative and qualitative data analysis skills
• Experience in participatory approaches to data collection using appropriate and latest technical tools and technologies
• Ability to stick to work deadlines e.g. data management, reports and other assignments.
• In-depth knowledge and hands-on experience in the use of electronic databases like DHIS2 for data entry and reporting
• Participate in and support data entry
