The Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting applications from

within the Authority.
1. MONITORING AND EVALUATION MANAGER x 1
DEPARTMENT: MONITORING AND EVALUATION
Overall Job Purpose
To drive the implementation of processes that strengthen accountability, transparency and performance through the provision of Monitoring and Evaluation (M & E) services in line with the mandate of the Authority.
Duties and Responsibilities
• Develops and maintains a comprehensive monitoring and evaluation framework to
support the achievement of the Public Procurement and Disposal of Public Assets
(PPDPA) Act objectives;
• Conducts the annual and periodic assessments of procurement processes, making
appropriate recommendations;
• Facilitates the collection of relevant and appropriate data needed for an effective M&E
system which will be utilized in the monitoring of strength, weaknesses and gaps in
public procurement and assets disposal;
• Identifies key performance themes and parameters for monitoring procuring entities
while designing standardized formats for such performance reports;
• Facilitates the coordination and implementation of periodic M&E audits for procuring
entities to assess their adherence to set procurement standards, processes and
procedures while addressing any identified risks and challenges;
• Monitors the establishment of framework contracts for public procurement of commonly
used items;
• Leads, and manages subordinate staff in the effective implementation of PRAZ’s M&E
tasks and activities;
• Documents key M&E findings and offer appropriate recommendations to improve
accountability, performance and service delivery in line with the mandate of the
Authority and
• Carry out any other duties assigned by the Monitoring and Evaluation Director.

Person Specifications
• A degree or equivalent in Monitoring and Evaluation, Statistics or Procurement, from a
recognized tertiary institution;
• Professional affiliation in the relevant field;
• Must have a minimum of five (5) years’ post qualification experience in a reputable
institution;
• Excellent Excel, SPSS, ACL, statistical and data management software for data
integration and analysis and
• A relevant master’s degree is an added advantage.
