MANAGER - STRATEGY, RESEARCH, MONITORING AND EVALUATION

Job Description

We are looking for a vibrant and dynamic individual to fill the above position.
Reporting to the General Manager – Strategy, Research, Monitoring and Evaluation, the Manager
will undertake Operational Supervision of Research Designs, Survey Designs, Survey
Administration, Data Capturing, Database Management, Research Tool Design and
Administration, Report Writing, and Review of Monitoring and Evaluation Frameworks. The
Manager will develop the Departmental Expenditure Budget in consultation with the Head-
Strategy, Research, Monitoring and Evaluation.
The incumbent will also closely track and monitor all program implementation across all
departments at a high frequency and produce progress reports with substantial recommendations
to ensure overall organizational performance is met as outlined in the Overall Strategic Plan.

Duties and Responsibilities

Key Responsibilities
The incumbent’s key responsibilities shall include but not limited to: -
I. Strategy
• Co-ordinate the review and formulation of the BFP Strategy and ensure they are aligned
to the Organizational, NDS1 and Vision 2030.
• Analyze performance in relation to the Strategic Plan and proffer, solutions to management
II. Monitoring and Evaluation Design
• Supporting the development/review of the Monitoring and Evaluation System in line with
the company’s requirements.
• Elaborating, piloting, and validating qualitative and quantitative monitoring tools as well
as design the corresponding data collection procedures.
• Leading effort in reviewing existing evaluation approach to promote more rigorous impact
–oriented evaluation design.
• Contributing regular articles to be published on the company website and other platforms.
III. Monitoring and Implementation
• Supervising and conducting application of monitoring tools to track organisational
performance in line with the Strategic Plan and Mandate.
• Offering leadership and technical support to the Monitoring and Strategy, Research,
Evaluation Specialist in their implementation and monitoring responsibilities to ensure
correct timely collection of monitoring date.
• Managing and conducting qualitative monitoring of stakeholders using surveys, focus
group discussions, interview, case studies etc.
• Establishing an inquisitive learning culture within the Authority through leading the
capacity building efforts in Monitoring and Evaluation
IV. Data Management
• Coordinating analysis of real-time program monitoring data collected on a weekly and
monthly basis.
• Leading and conducting analysis of quantitative data as well as qualitative data in all
inputs, outputs, and outcomes.
• Compiling and publishing quantitative and qualitative monitoring results in visually
attractive Monitoring Reports.
• Supports the Director Commercial Services in an accurate and timely manner.
V. Impact Evaluation
• Leading the process of designing, piloting and qualitative evaluation tools.
• Drafting terms of reference for external consultants as and when required
• Overseeing the coordination of impact survey administration and implementation
• Designing data analysis and conducting impact data analysis on outcomes.
• Elaborating and designing impact Reports based on impact evaluation Results according
to the company’s needs.
VI. Administration and Finance
• Developing and managing budgets and specific projects and to authorize expenditure to
pre-agreed limits in line with delegated authority.
• Ensuring that finance policies and procedures are adhered to..

Qualifications and Experience

Minimum Qualifications & Experience
• A Bachelor's degree in Statistics, Mathematics, Social Sciences, or related field.
• Masters degree in Social sciences, Demography, Statistics or other related fields is an added advantage.
• Relevant professional work experience, with at least 5 years of experience in the relevant
field, especially project monitoring and evaluation, poverty monitoring, statistics, and data
management.
• Skilled in the use and management of qualitative and quantitative data collection,
participatory methodologies analysis and reporting.
