Applications are invited from suitably qualified and experienced persons to fill the following vacancies which have arisen within the Zimbabwe Land Commission Secretariat.

Reporting to: General Manager – Information Communication and Technology

Duties and Responsibilities

Summary of Duties: Develop and implement the Commission's ICT GIS strategy; establish and manage an enterprise GIS and Land Information Management System; develop and maintain digital spatial and attribute databases; produce thematic maps and spatial analyses to support land audits, inspections, investigations and dispute resolution; integrate GIS with other Commission information systems; ensure ICT GIS infrastructure availability, security and resilience; develop ICT GIS policies, standards, protocols and procedures; manage ICT GIS projects and stakeholders; ensure compliance with ICT governance and cybersecurity standards; provide GIS technical support and training to staff; manage ICT GIS budgets; advise senior management on geospatial technology investments, capacity needs and innovation opportunities (e.g. drone/UAV mapping, satellite remote sensing, cloud-based GIS); maintain documentation for audit and regulatory compliance; and any other related duties assigned by the supervisor.

Qualifications and Experience

Required Qualifications, Experience and Attributes: Bachelor's degree in Geographic Information Systems, Geomatics, Land Surveying, Cartography or related field; a Master's Degree in GIS and Remote Sensing, Land Management, Land Surveying or related qualification is an added advantage. Minimum five (5) years' relevant professional experience in GIS and Remote Sensing, Spatial Databases, Cartography or equivalent. Application of mobile data collection platforms (e.g. ODK, KoBoToolbox); experience in land administration, land audit, or public sector geospatial projects is a strong advantage; proficiency in GIS software (ArcGIS, QGIS) and spatial databases; experience with remote sensing platforms (e.g. Google Earth Engine, ERDAS, ENVI); knowledge of Python/R for geospatial analysis and automation; knowledge of land administration processes, tenure systems, land use planning and relevant regulations; problem-solving skills; integrity and confidentiality in handling sensitive information.
