1. BACKGROUND
Mejrkh Holdings is a diversified group of companies operating in media, communications, broadcasting, tourism, agriculture and business advocacy. The Group comprises the following entities:
• Mejrkh Communications - Media Advisory, Events Management and Agency Services.
• YAFM - Radio Broadcasting and Media Services.
• Palawani Lakeworld Resort - Agri-tourism, Hospitality, Accommodation, Horticulture and Fish Farming.
• Buy Zimbabwe - Business Membership Organisation and Advocacy Services.
As part of its digital transformation and business process improvement strategy, Mejrkh Holdings seeks to engage a suitably qualified and experienced consultant or software development firm to design, develop or customise, implement and support an Integrated Financial Management and Enterprise Resource Planning (ERP) System tailored to the operational and reporting requirements of the Group.
2. OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to implement a secure, cloud-based, scalable and user-friendly ERP system that will:
• Automate accounting and financial management processes.
• Improve internal controls and governance.
• Enhance operational efficiency and decision-making.
• Facilitate real-time reporting and business intelligence.
• Improve management oversight across all business units.
• Provide consolidated financial and operational reporting for the Group.
Duties and Responsibilities
3. SCOPE OF THE ASSIGNMENT
The successful consultant shall be required to:
• Conduct business process mapping and requirements gathering.
• Design, develop or customise an ERP solution to suit the Group's requirements.
• Configure and implement the system.
• Migrate historical data where applicable.
• Develop system documentation and user manuals.
• Conduct user training.
• Provide system hosting, maintenance and post-implementation support.
• Provide technical support during and after implementation.
• Provide recommendations for future system enhancements and scalability.
The implementation period should not exceed one (1) month from the date of contract signing.
4. GENERAL SYSTEM REQUIREMENTS
The proposed solution should be:
• Cloud-based.
• Accessible remotely.
• Accessible via mobile devices.
• Scalable and modular.
• Multi-company.
• Multi-user.
• Multi-currency.
• Secure and password protected.
• Capable of generating real-time reports and dashboards.
• Capable of exporting reports into Excel, PDF and CSV formats.
• Capable of integration with third-party applications and banking platforms where possible.
Each business unit is expected to have approximately three (3) users.
5. MINIMUM FUNCTIONAL REQUIREMENTS

• Managing NSSA and other statutory obligations.
• Generating ZIMRA-compliant reports and returns including:
o VAT Returns;
o PAYE Schedules;
o Quarterly Payment Date (QPD) computations;
o Withholding Tax reports;
o Other statutory reports as may be required.
C. Business Intelligence and Reporting
The system should provide:
• Real-time dashboards.
• Cashflow reporting and forecasting.
• Budget versus Actual reporting.
• Revenue analysis.
• Profitability analysis.
• Debtors Age Analysis.
• Creditors Age Analysis.
• Financial ratio analysis.
• Trend analysis.
• Management reports and executive dashboards.
• Customisable reports.
D. Security and Controls
The system should include:
• Role-based user access controls.
• User permissions.
• System logs and audit trails.
• Data encryption and security controls.
• Automatic backups.
• Disaster recovery procedures.
• Secure authentication procedures.

The successful consultant shall provide:

8. INTELLECTUAL PROPERTY RIGHTS
All source code, system documentation, databases, customisations, configurations and all related intellectual property developed under this assignment shall become the sole property of Mejrkh Holdings upon full payment of the agreed contract price.
The consultant shall provide unrestricted access to the source code and all related documentation and shall not retain any ownership rights over the customised solution developed for Mejrkh Holdings.

10. EVALUATION CRITERIA

11. PAYMENT TERMS
The proposed payment structure for this assignment shall be milestone-based and is expected to be as follows:
• 30% upon contract signing and submission of an approved project implementation plan.
• 30% upon completion of system development/configuration and successful User Acceptance Testing (UAT).
• 30% upon successful implementation, commissioning of the system, data migration and user training.
• 10% upon completion of the post-implementation support period and resolution of any material defects.
Bidders may propose alternative payment schedules for consideration; however, preference may be given to milestone-based payment structures that adequately protect the interests of Mejrkh Holdings.
12. PERFORMANCE SECURITY
The successful consultant may be required to provide a performance guarantee or retain a portion of the contract value during the defects liability period to ensure satisfactory completion of the assignment and post-implementation support obligations.
