Health sector Development Support Project Additional Financing V (HSDSP AF V)

The people of Zimbabwe are benefiting from the HSDSP AFV, co-financed by a US 25million grant from the Global Financing Facility (GFF) through the World bank and $24,6 million contribution from the Government of Zimbabwe (GoZ).
The objective of the project is to increase coverage and improve the quality of an integrated package of Reproductive, Maternal, New-born, Child, Adolescent Health and Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives.
About 4.8 million women and children will benefit from AF V as it provides reproductive, maternal, child and adolescent health services in 18 rural districts, expands the urban voucher program in Bulawayo and Harare in order to reach more poor and marginalized people, improves coverage and quality of care in primary care facilities as well as pilot community RBF at primary health care level and quality focused RBF at tertiary and quaternary level aiming at improving maternal and neonatal quality of care and improving perinatal health outcomes.
Overall, the AF V has strengthened the Zimbabwe health system including its pandemic preparedness and response capacity, support the institutionalization of Results Based Financing (RBF) and improve governance of the health sector. The project became effective on December 04, 2020, and is being implemented till March 2024 with the Catholic Organisation for Relief and Development AID (Cordaid) acting as the Project Implementing Entity.

Objective and Rationale of the Assignment
The HSDSP AFV is coming to an end in March 2024, and it is imperative to document the project’s achievements and lessons learnt for sharing with both stakeholders and funding partners. The documentary will provide a snippet of the success stories for the project for adoption by other entities and for use to resource mobilise for additional support through showcasing of best practices that need to be sustained. Cordaid thus seeks to hire a videographer to assist in documenting the HSDSP AFV implementation.

Target Audience
The documentary will mainly target MoHCC and city health staff implementing the RBF program across the country, stakeholder in the health response, communities as well as funding partners. The documentaries will be shared on various media platforms to allow access to the public who wish to learn how the RBF program is being implemented in Zimbabwe.

Duties and Responsibilities

The Assignment and scope of the work

The consultant will be responsible for the following:
• Work with Cordaid and the funding partners to prepare a script for the assignment.
• Conduct interviews with key informants.
• Collect footage for the documentary and produce one milestone documentary.
• Capture still photos of project implementation for human interest stories.

Key deliverable(s)
The key deliverables for this assignment are:
• Cleaned 5-minute documentary on the HSDSP AFV; customized for sharing on social media and websites. Documentary to have subtitles in English.
• Thirty second highlights of the documentary to be shared on social media.
• Edited photos in high resolution and customized for website use.

Reporting Structure
During the tenure of the assignment, the consultant will directly work with and report to the Communication Specialist. The consultant will also work closely with the MoHCC Public Relations focal point.

Selection criteria
The consultant shall be selected based on the cost of services as well as qualifications to deliver the scope of the assignment. Main criteria for the selection will be relevant work experience and qualifications.

Qualifications and Experience

Required Qualifications, Experience and Skills

1. The consultant should have a qualification in video production, photography, editing, and any relevant qualifications.
2. Proficient in using video editing software, such as Adobe Premiere Pro, Final Cut Pro, or other industry-standard tools
3. The consultant must demonstrate experience (at least five years) in the development of documentaries for NGOs as well as the creation of web-based communication materials.
4. Creative and Conceptual Skills: The consultant should have a creative mindset and the ability to develop compelling concepts and ideas for the documentary project.
5. Can adhere to applicable regulations, contract terms and conditions.

Submission Requirement
1. Individual portfolios with samples of previous experience and products; (Demonstrated work in documentaries and photography)
2. Timeline of products delivery

Budget
The consultant must indicate desired consultancy fee for the assignment. Provide a narrative clarification of each budget activity demonstrating how they relate to the proposed methodology and work plan. The budget headings and specific budget lines are obligatory within proposed budget.

*Note: Include consultancy fee, task related travel costs and all the other expenses that may present itself for this engagement and tasks (if any).

Parameters
All rights of footage, raw and processed are transferred to the client upon delivery of the completed assignment.

Duration of Assignment
The proposed duration for the assignment shall be 15 days to include script development, site visits, shooting, editing and final submission of end products.

Cordaid does not ask for a fee at any stage of the recruitment process.
