Consultancy to conduct CARL 2 end of Project evaluation
Background
Oxfam in Zimbabwe has been implementing a second phase of Climate Adaptation for Rural Livelihoods (CARL) in Zimbabwe, a SIDA funded grant targeting 20,000 households in Buhera, Bulilima, Gutu and Mberengwa Districts of Zimbabwe over a period of 36 months (3 years) from September 2022 to August 2025. The intervention sought to reduce rural livelihoods’ vulnerability to climate change through enhancing and scaling up food-climate-natural resources-biodiversity nexus adaptation measures that ensure sustainable household food, income and nutrition security whilst strengthening benefit-driven natural resources management and biodiversity conservation. The project vision was that of a resilient Zimbabwe, where rural communities and institutions are better able to anticipate, adapt, and respond to climate shocks and other stresses, and take charge of their own inclusive development, and achieve food and nutrition security while sustainably managing diverse natural resources and biodiversity.
The CARL 2 intervention logic was built around three outcome areas: (i) Increased climate adaptation knowledge and awareness enabling adoption of gendered climate-smart agricultural solutions, technologies and innovations integrated with natural resources management (NRM), biodiversity protection and diversified livelihoods at the household and landscape level in targeted areas. (ii)Increased Women and Youth economic empowerment and more equitable access and control over household and community resources. (iii)Enhanced hydro-meteorological products, dissemination, and use.
It is against this background that Oxfam Zimbabwe seeks to conduct an end of project evaluation for the CARL 2 project for which a consultant(s) is sought
Scope of work
Oxfam therefore seeks the services of an experienced and competent consultant to conduct an end of project evaluation aimed at assessing the project performance, impact, cross cutting issues and lessons learnt in the 4 districts of operation over the 36 months of implementation. The final report should be at project level and district level disaggregated. Thus, the Evaluation will use the 6 OECD evaluation criteria and additionally include Climate Change Adaptation, Economic Development, Access to markets, Natural Resources Management, Value chain development, Youth and Women empowerment and Gender Equality, Partnerships, Hydrometeorological products usage, benefits and Innovation.
The consultant will work together with Oxfam Project Manager, Program Quality Lead, MEAL Officer, Partner MEAL Assistants to agree on deliverables and timelines.The assignment should be completed within 30 calendar days.
Profile and experience of the consultant
To ensure that the End of Project Evaluation is carried out in the most effective manner possible, the consultant must possess the following attributes:
Essential
• A minimum of post graduate qualification in Climate Change, Agriculture, Monitoring and Evaluation, Economics, Business Administration, Social Sciences or equivalent.
• A minimum of 10 years proven experience in conducting programme evaluations in resilience building, climate change, livelihoods, gender equality and agriculture.
• Must have a good understanding of agribusiness in Zimbabwe, climate change and adaptation practices and innovations for resilience building.
• Must have the ability to conduct high quality research, meet deadlines and timeously respond to requests and feedback.
• Should have strong analytical and conceptual skills to clearly synthesize and present findings, draw practical conclusions, make actionable recommendations, and prepare comprehensive reports.
• Should have a strong reputation for independence and should comply with minimum ethical standards that guide research and evaluators.

The successful candidate(s) will be selected based on the following criteria
• Sound technical proposal
• Financial proposal
• Experience and educational background
The consultant should also have key personnel that are aligned to the project themes.
While evaluating the proposal the qualifications and experience of the personnel will be considered.

The expression of interest should among other things, demonstrate the consultants’ understanding of these terms of reference, proposed approaches, methodologies or techniques and timelines/schedule. A maximum of three samples of previous work related to the assignment as well as resume/s of the lead consultant will also be accepted as addendums to the expression of interest. The deadline for submission of expressions of interest is 10 May 2025.
