About Musasa
Musasa is a women’s rights organization that was set up in 1988 to respond to violence against women and girls. The organization works to prevent and respond to Gender Based Violence (GBV), providing relief to survivors of GBV in Zimbabwe through a multidimensional approach that speaks to our four pillars of Musasa i.e Prevention, Response, Advocacy, and MEAL (Monitoring, Evaluation, Learning and Accountability). We implement programs which help to change attitudes, behaviour and the general responsiveness of communities and community leadership to issues of violence against women and girls. Our services include a 24-hour toll free line, counselling, legal support and shelter services. Musasa also works to change harmful norms, traditions and beliefs that perpetuate violence and implements prevention interventions using methodologies such as SASA! and Gender Action Learning Systems (GALS). Musasa also has developed its own approaches through adapting community dialogues, community visioning as well as women and girls’ safe spaces.
MUSASA hereby invites suitable research consultants to apply to undertake the End of Project Evaluation for the 'Enhancing Case Management, Safe and Confidential Reporting Of Gender Based Violence And Violence Against Children' program in Mutare and Masvingo.

Project Background
Through the support from UNICEF, MUSASA implemented the program intitled 'Enhancing Case Management, Safe and Confidential Reporting Of Gender Based Violence And Violence Against Children' program in Mutare and Masvingo. The program provided comprehensive and timely support services for survivors of gender-based violence (GBV), including child marriage and prevention of sexual exploitation and abuse (PSEA). The services were offered through Safe Shelters, One-Stop Centres, and the Call Centre, ensuring confidentiality and provision of a safe space for therapeutic support, case management, and referrals to other relevant services.
Recognizing the importance of social support, the project created safe spaces for women and girls to discuss issues affecting them without fear of judgment. These platforms fostered socialization, rebuild social networks, and empowered women and girls to take control of their lives.
To challenge harmful social norms and promote positive change, Musasa engaged traditional and religious leaders in conversations, encouraging them to become champions against GBV. The project also strengthened the capacity of GBV duty bearers to provide comprehensive care, leading to increased service utilization and collaborative service provision in targeted communities.

• Objective of the Evaluation

• The evaluation aims to assess the project's relevance, efficiency, and sustainability, while also identifying best practices, lessons learned, and challenges faced during project implementation. Furthermore, the evaluation seeks to provide recommendations for future programming and policy advocacy on GBV prevention and response.
• Scope of the Evaluation

• The evaluation will assess the project's alignment with its objectives and the needs of GBV survivors, examining the extent to which the project has effectively addressed the requirements of its target population.

• In terms of effectiveness, the evaluation will scrutinize the project's achievements against its intended outcomes. This includes evaluating the extent to which the project has improved access to holistic GBV services, strengthened GBV delivery through Safe Shelters, Call Center, and One-Stop Center, and increased community engagement and awareness on GBV prevention.

• The evaluation will also assess the project's efficiency, focusing on resource utilization, timelines, and budget. This involves examining whether the project has utilized its resources in a cost-effective manner, met its timelines, and managed its budget efficiently.

• Finally, the evaluation will evaluate the project's potential for sustainability, considering the likelihood of continued support from stakeholders and the community. This includes assessing the project's ability to maintain its services and activities over time, as well as its capacity to adapt to changing circumstances and contexts.

• Methodology:
• The consultant will be required to develop a clear methodology and procedure to carry out the task. The Consultant is expected to employ both qualitative and quantitative methods to ensure inclusion of all the project actors/stakeholders in the process. The decision on what type of methodology and selection of persons/groups to be interviewed or consulted will be the responsibility of the Consultant and is expected to fully justify the choice of the methods in the inception report and explain any limitations. The selected Consultant is expected to take all necessary steps to ensure that the security and dignity of the respondents and the rest of the population participating in the research process is not compromised and that disruption to other on-going operations is minimized.


Indicative Plan/Time frame
The duration of the assignment is within two calendar weeks although actual implementation plan could be discussed and greed by both parties. It is expected that the whole task should be finished within those 14days from the starting date.

Qualifications and Experience

• Qualification, skills and experience.
• I.​At least a master’s or higher degree/qualifications in Development Studies or Social Sciences.
• II.​At least 5 years’ experience of conducting GBV assessments, experience with GBV prevention interventions
• III.​Strong research and analysis skill
• IV.​Sufficient knowledge and experience covering the key result areas of the project. V. ​Ability to deliver on the tasks within given deadlines and against set targets.

They should also request the detailed Terms of Reference in the same email.

Upon receiving the detailed Terms of Reference, the interested individual or firm should then send a comprehensive expression of interest comprising:
1. Technical Proposal: The technical proposal should briefly and clearly describe the following aspects: understanding of the task, the technical aspect of the proposal, the methodology to be used, the operational plan, previous related work and the curriculum vitae (CV, as an annex) of the person(s) who will do the work, along with their contact details.
2. Financial Proposal: The financial proposal/budget should cover all the costs associated with the evaluation, including logistical costs.
