Consultancy for the development of World Wide Fund for Nature (WWF) Zimbabwe’s 5-year Strategic Plan (2026-2030)

Job Description

2. Introduction
The World Wide Fund for Nature (WWF) Zimbabwe is seeking a qualified consultant to support the development of its organizational strategy. The consultant will be required to review existing compiled templates, facilitate strategy development workshops, and produce the final strategic plan. This consultancy will take place over a period of 16 days and will be integral to shaping WWF Zimbabwe's future direction.
2. Objective of the consultancy
The primary objective of this consultancy is to:
● Review the existing strategy templates and other relevant documents to ensure alignment with WWF Zimbabwe’s vision, mission, and goals.
● Design and facilitate strategic development and validation workshops to gather input and engage relevant stakeholders in the strategic planning process.
● Draft and finalise comprehensive Country Office Strategic Plan (OSP) templates and the final 5-year strategic plan for WWF Zimbabwe, based on the workshop results, consultations and the consultant’s expertise and in line with WWF’s OSP policy and guidelines
3. Scope of work
The consultant will be expected to perform the following tasks:
3.1 Review of existing strategy documents (Day 1-3)
● Review and analyze all relevant strategic documents, including previously compiled templates, reports, assessments, and any other materials provided by WWF Zimbabwe.
● Assess the current strategy’s alignment with the evolving context in which WWF Zimbabwe operates.
● Identify key areas for improvement, opportunities, and potential challenges within the existing strategy.
3.2 Facilitation of strategy review workshop (Day 4-8)
● Plan and facilitate a 2-3 day strategy development workshop in Harare, Zimbabwe and followup consultations with relevant WWF Zimbabwe staff and key stakeholders (in-person and virtually).
● Ensure participation from a broad range of stakeholders, including senior leadership, program staff, and possibly external partners, to capture diverse perspectives.
● Use effective participatory methods to gather input and feedback on WWF Zimbabwe’s strategic direction, priorities, and organizational capacity.
● Collect data and insights that will inform the development of the final strategy.
● Collaborate with WWF Zimbabwe and the Regional Office to ensure that the Resource Acquisition and Organizational Management components are incorporated into the strategic plan.
3.3 Development of the final Strategic Plan (Day 9-15)
● Based on the workshop feedback and document review, complete detailed OSP templates for WWF Zimbabwe that feed into PMEL System.
● Based on the workshop feedback and document review, develop a strategic plan for WWF Zimbabwe.
● Ensure the strategy reflects the current and future priorities of WWF Zimbabwe and its broader regional/global goals.
● Provide clear goals, objectives, and key performance indicators (KPIs) that are measurable, achievable, and aligned with the mission and vision of WWF Zimbabwe.
● Incorporate stakeholder feedback into the final strategy document.
3.4 Presentation of final Strategy and Report (Day 16)
● Present the final OSP templates and strategic plan to key WWF Zimbabwe stakeholders (e.g., senior leadership and board).
● Provide a final report summarizing the process, key findings, and the rationale behind the strategic choices made.
● Ensure that the final strategy document is clear, actionable, fully incorporates feedback from WWF leadership, and is designed for effective implementation

Duties and Responsibilities

1. Review of existing documents report – A short report summarizing the review of existing templates and documents, with key insights.
2. Strategy review workshop summary – Workshop agenda, materials and a summary report of the workshop proceedings, including stakeholder input, discussions, and outcomes.
3. Draft strategic plan and templates – A comprehensive draft of the strategy, including mission, vision, goals, objectives, and KPIs.
4. Final strategic plan – A polished and final version of the strategy, incorporating feedback from the WWF Zimbabwe team and stakeholders.
5. Final report – A final consultancy report detailing the process, methodologies, and rationale behind the strategic decisions.
5. Timeline
The consultancy will span 16 days, broken down as follows:
● Day 1-3: Review of existing strategy documents and templates.
● Day 4-8: Facilitation of the strategy review workshop.
● Day 9-15: Development and drafting of the final strategic plan.
● Day 16: Presentation of the final strategy and submission of the report.
6. Methodology
The consultant is expected to use a participatory approach to develop the strategy, ensuring that all relevant stakeholders are consulted throughout the process. The methodology should incorporate:
● Document analysis (conducting a brief PESTLE (Political, Economic, Social, Technological, Legal, Environmental) analysis relevant to WWF Zimbabwe’s operational context.
● Stakeholder engagement/interviews
● Workshops and group discussions
● The development of a clear framework for strategy implementation that aligns with the theory of change.
7. Reporting and Communication
● The consultant will report directly to the WWF Zimbabwe Senior Management Team or designated representative.
● Regular updates on progress will be expected, particularly during the workshop phase and when developing the draft strategy.
● The consultant will ensure that all deliverables are submitted on time and are aligned with WWF Zimbabwe’s expectations.
8. Confidentiality
The consultant is expected to maintain confidentiality with respect to all WWF Zimbabwe materials, data, and strategic discussions, both during and after the consultancy.
9. Payment and terms
● The consultant’s fee will be agreed upon based on their experience, expertise, and scope of work.
● Payment terms will be agreed upon in the contract, based on deliverables and timelines.
10. Evaluation criteria
Proposals will be evaluated based on:
● Relevant experience and qualifications of the consultant.
● Demonstrated understanding of WWF’s mission and strategic goals.
● A clear and feasible methodology for conducting the strategy development process.
● Cost-effectiveness.
11. Duration of the consultancy
The consultancy is for a total of 16 days, starting on the agreed-upon date.

Qualifications and Experience

Consultant qualifications
The consultant must have the following qualifications and experience:
● A proven track record of at least 5 years in strategic planning and organizational development, preferably within the conservation or non-profit sector.
● Experience in facilitating workshops and strategic planning sessions with diverse stakeholder groups.
● Strong understanding of WWF’s mission and values, as well as the broader context of conservation in Zimbabwe.
● Excellent writing, communication, and presentation skills, with a demonstrated ability to produce high-quality strategic documents.
