Terms of Reference

A report on the state of the mining sector in Zimbabwe.

Background

The mining sector has over the years been critical in reviving the economy of Zimbabwe as shown by the 12 billion mining economy. Several joint venture projects have been established under the Zimbabwe is open for business mantra with Chinese , Russian and Belarusian companies in the coal, diamond, platinum, gold, and chrome mining sectors in addition to artisanal and small-scale mining sector. Availability of critical information profiling the state of the mining sector is all scattered. This consultancy seeks to make information available for citizens, parliament on critical information such as the existing mineral resources, production and marketing statistics, institutions, and their mandates among others. This will help improve public access to information and participation in mineral governance processes.

Duties and Responsibilities

Research Objectives

The research objectives are to.
• Profile existing mineral resources
• Profile production and marketing statistics
• Identify and profile institutional mandates
• Profile state of closed mines
• Identify and outline financing and investment opportunities
• Outline Policy and legal gaps
• Identify and outline Impacts of mining
• Provide recommendations on improving the governance of the sector.

Key Deliverables

• Produce a Research Report on the state of mining sector in Zimbabwe
• Presentation of the report to Civil Society Organizations, policy makers, government, and mining companies.

Qualifications and Experience

Applicant requirements

The applicant must have the following:
• A multidisciplinary team of experts from the mining sector, financial sector, Government, and civil society
• A minimum qualification of a master’s degree in social sciences or relevant field
• At least 5 years and above experience on extractive sector issues
