Call for Consultancy: Developing a Toolkit and explainer video on digital security for environmental human rights defenders.

A non-governmental organisation operating in Southern Africa is seeking the services of a consultant to develop a toolkit and explainer video that will meet the objective of raising the knowledge of Environmental Human Rights Defenders (EHRDs) on digital security and the Internet. The toolkit must also inform the defenders about different risks they may face in the digital environment and how to deal with them.

1.0 Background
The UN defines environmental human rights defenders as “individuals and groups who, in their personal or professional capacity and in a peaceful manner, strive to protect and promote human rights relating to the environment, including water, air, land, flora and fauna.”
In different countries around the globe, environmental defenders face harassment, detention, torture, defamation, criminalization although they are the only force standing between ordinary people and the unrestrained power of the state. Their right to freedom of expression is often monitored, censored, and repressed. Often, they face heavy penalties for continuing their work.
In this information age, it is important to note that several EHRDs are increasingly using computers and the Internet in their work. Although access to technology remains a challenge because of the digital divide, electronic means of storing and communicating information are increasing.
It is against this background that the organisation is looking for the services of a consultant to develop a toolkit and explainer video that will meet the objective of raising the knowledge of EHRDs on digital security and the Internet. The toolkit must also inform the defenders about different risks they may face in the digital environment and how to deal with them.
The organization believes that EHRDs need to secure their work by learning and understanding the technology and concepts of computer and Internet operations. This will make them more effective in protecting themselves and in promoting the rights of those they try to defend. The toolkit and explainer video must also highlight how the EHRDs can secure their operational environment including their data.

Duties and Responsibilities

2.0 Consultancy Objectives
The overall objective of the consultancy is to develop a toolkit and explainer video that will meet the objective of raising the knowledge of EHRDs on digital security and the Internet. The toolkit must also inform the defender about different risks they may face in the digital environment and how to deal with them. Specifically, the consultant must:
• Document the specific threats faced by human rights defenders and methods of surveillance, censorship, and electronic attacks.
• Ensure that the toolkit and explainer video sheds light on digital safety.
• Document how EHRDs can secure their data, protect themselves and those they try to defend.
• Ensure an explainer video is palatable and responds to the digital security needs of EHRDs.
3.0 Key Deliverables
Working closely with the organisation, the following deliverables are expected from the consultant within two weeks of engagement:
• Develop a toolkit on digital security.
• Develop an explainer video which meets the requirements in 2.0 above.

Qualifications and Experience

4.0 Applicant requirements
Suitable applicants should have the following:
• Exceptional written and oral communication skills, with a strong demonstrated ability to convey complex ideas in a clear, direct, and lively style.
• Strong understanding of the sensitive nature of the work of EHRDs.
• Extensive work experience and proven record in the I.T field and exceptional knowledge in creating animations and videos.

Interested individuals/consultancy companies with demonstrable experience in conducting similar work are encouraged to submit an Expression of Interest (EOI) which should not be more than 3 pages. The EOI must detail the applicant’s understanding of the TORs, proposed methodology, cost application, a summary of the applicant’s skills and experience, relevant to carrying out similar work or assignments, a sample of previous work and the applicant’s Curriculum Vitae, with names of three referees and their contact details (email and phone). Applications which do not meet the above documents will be regarded as incomplete and will not be considered. Applications must be addressed to [email protected] by 03 December 2023.
